My brother passed away Aug.2004. The following paragraph 14 is taken from his will.
Please give me your interpation of this paragraph, especially the legal meaning of the phrase "AND TO THE ISSUE OF SUCH FAMILIES".

14.I DIRECT that all the rest and residue of my liquid assets be paid to a trust company or chartered bank which is authorized in law to act as a Trustee, said fund to be established as a separate Trust Fund designated as the WALPAR MEMORIAL TRUST FUND, in memory of James M. Walsh and Sophie V. (Paruch) Walsh. The conditions upon which money is to be distributed from this Trust Fund is that such distributions shall be for educational purposes only and shall be available solely to members of the Walsh family and Paruch family as defined in my Will above, and to the Issue of such families; a further condition of this gift is that the Trustees, established in paragraph 2 in this Will for so long as they are able to act and wish to continue to act, shall be the persons to examine and approve applicants to the Fund; upon the said Trustees either not being able to, or not wishing to, continue to act as Trustees the said Corporate Trustee of the Fund shall then operate the Trust Fund in like manner by its duly authorized officers. Should no trust company or chartered bank be willing to take on the task of operating the WALPAR MEMORIAL TRUST FUND the said rest and residue of my liquid assets shall be paid to the University College of Cape Breton or its legal successor, to be operated as the WALPAR MEMORIAL TRUST FUND for educational purposes as set out above in this paragraph. Should no person being a member of the Walsh family and Paruch family as defined in this Will above come forth to make application for a period of five years then the said WALPAR MEMORIAL TRUST FUND shall henceforth be operated by the University College of Cape Breton.
