Confused Can it be sold? (the executor has died and my sister is the executor)

My mother died and left of her property to each of her children. Now the executor has died and my sister is the executor. Can she sell the property if she dosen't have permission of all the children.
The estate is in Missouri and from the looks of it, it is just a simple 1 page will.

What does the will say to do with the property?

Line 2 says she directs the executor of the estate to erect a monument if not already done
Line 3 states All the rest residue & remainder whether real,personal or mixed I give,devise and bequeth to my children (Then it states all the children) And finally she appoints her son to be the executor and directs him to serve without bond or other surety.
Does that mean he is boss over the property or all the kids have a say in it. When he dies does the next child in line has the say so over the property? Or does that mean he was just supposed to be sure that her will is carried out (i.e. monument and bills paid?) It is just a simple 1 page will and the property is worth less than 20 thousand $$
Like I first asked,, do all the children have to give the ok to sell it?Can one of the kids move into the trailer? Or does the next eldest person have all the say so?

The executor just does what the will says and handles the estate--no more.

All property owners have the right to help make the decisions.

Thank You for the reply. I recently found that part out. Unfortunately I have just recently found out alot of stuff that wasn't truthfully told to me. I had just gotten out of a coma and was pretty much "not here" for quite a while. Thank God I am now getting some sense about me now.
