Confused Process for IL Small Estate Affidavit

The executor filling out the form of a small estate affidavit and not being required by law to file it seems strange, what is the Illinois law on the subject?
Also, how does the estate get closed if a beneficiary refuses to approve the accounting and sign a receipt and release.
