Default greedy sister

My sister borrowed money from Mother in 1993 and never paid back the money.Sister dated and signed a letter stating if not paid would be deducted from inheritence.Mother died 2006 the home sold and money divided between 3 daughters. The one with loan demands 1/4 of the loan back.Would this be the right thing to do on her part?

She has to give the loan amount back to the estate.
