Default Ownership of lawyers files

I wanted to be able to find who would now own some files. The files are with a law firm in Pennsylvania. The Dr that they origanaly belonged to passed on, leaving them to his daughter, she was going to sign a waiver to have them released but unfortunatly had a change of heart. She has also passed on since then. Would the files now belong to her husband?
The files are of historical significance and it would be a great resource for many historians and researchers if they were released.
