Confused How to recover a missing will?

My Mother died in Ohio 07. MY sister and I cannot find our mother's will. Our brother who lived in the home will not produce anything,saying he is entitled to everything, but he has lost the house to foreclosure/ we were always told everything would be sold and divided. He did not even put my mother's ashes where she wanted beside my father's. On June 18th everything except what he took will be gone. We have personal items in the house.

My mother is a citizen of Costa Rica by birth, and a Naturalized Citizen of the U.S.A.. She and about 100 other people have been officially recognized by the government of Costa Rica as the only heirs of a fortune worth 30,000,000, British pounds in gold. The gold belonged to a captain of the Spanish Army back in the 1800's. After his death the gold stayed in England , where the interest that the gold was accruing was borrowwed by the British Government , and used to help build their infrastructure. The gold has been in England all this time and is now in the process of being distributed to the wrightful 100 heirs, previously mentioned, my mom being one of these heirs. The problem is that the "distribution" of this money started back in 1997, and during all this time, my mothers lawyer has not disclosed anything to her of any importance. He says that the money is coming and the only time he contacts her is to ask for money for legal fees and court costs. She has received some documents but he has never volunteered any information to her regarding the case. Is there an International body of law that I can contact to help me make this man disclose all the information he is supposed to be giving my mom? I have contacted both the governments of England and Costa Rica and they both told me that they have no record of this case. We are begining to think this whole thing is a scam.
