Interstate without will

Hong Kong. My mother recently died in Toronto without a will. My father died in Hongkong 16 years ago without a will.
Now that my mother recently died, I would like to chase back what should be my share. My brother who moved from HK to Toronto 16 years ago, took all assets, shares, cash with him.
I would now like to know :

1] whether there is any chance for me to make claims for my share now that my mother passed away in Toronto, and backdating to 16 years when my father passed away in HK?

2] is it applicable if I offer a 30% cut of whatever which could be claimed back as my share as legal fees to the lawyer in the process?

Why did you wait when your brother took the assets.

You may have time limits at this point? Is there some reason?
