Where is our inheritance: Grandmother left a huge inheritance

I found out recently that my grandmother left a huge inheritance for my sister and me instructed by our grandfather; Our mother was his only child.They are all deceased. This was 18 years ago. She gave the power of attorney to her son, our step uncle, who lives in Venezuela; he never even tried to connect us. We have not received a penny to this day. It was so long ago; is there anything we can do about it? This occurred in Trinidad, WI.
We are desperate. We are thinking of hiring a PI.
