Lightbulb joint account

when one of the joint account owners (of a bank account) dies, does the
money in the account count towards the deceased\'s estate for tax purposes?
if the other account holder does not close the account, will the bank freeze
the bank account if they are aware of one of the owners is deceased?
please provide references in both cases, if possible.
