Making Home Affordable – The Department of Treasury and HUD can help struggling homeowners get mortgage relief through a variety of programs.
Housing Counseling Agencies – HUD helps these agencies provide homeowners with free or low-cost advice on home related issues.
Housing Relief for Veterans and Servicemembers and Help More Responsible Homeowners Refinance – In March 2012, President Obama announced this program to provide relief for servicemembers and veterans as well as support responsible homeowners and the housing recovery.
Reverse Mortgages – HUD provides answers to frequently asked questions about reverse mortgages.

I don't know if it is or not, but this information should be readily available in every realtors' office and/or website. It might be able to help kick start the real estate market.
