TEXAS - City ordinance public intoxication - best way to handle?

My brother was arrested for P.I. and sat in jail overnight. In arraignment, he plead not guilty.

On the ticket, it states that it's a city ordinance. Does that mean it stays off his record? (civil offense, correct?)

Also, he doesn't really care to fight it. What motion should he file? Time Credit?

It could still be a criminal offense. Get a professional opinion and frankly no matter what it is best to attend court and resolve--you don't want it somehow to escalate accidentally.
