Confused preliminary hearings

well this is the second time my fiance preliminary got continued and it was continued by the cop who arressted him and everyone said they do that so they can gather more evidence to throw at u in court, is that really true? and the cop also mentioned a plea bargan with my fiance and said they will have to wait till preliminary to see what magistrate says, do judges grant that most of the time? and if judge agrees, will finace be released?

The judge should let him out at this point unless there is some real danger he may flee or harm others.

If you don't have counsel get legal counsel asap-- and file a motion if need be,
