Confused Time limit on a Speedy trial

My husband was charged with a felony in the state of FL. The state keeps continuing his case. He had a docket sounding yesterday and they continued it. My question is if by 180 day they don't offer a "speedy trial", can the attorney ask for it to be dismissed? It has now been about 190 days since he first went in front of the judge in jail.
