Confused Unclear of the real truth about payment of tickets

I work with Law enforcement as Administrative Assistant, and have been told different stories about methods of payments on traffic ticket by our magistrate.
If a person pays their ticket BEFORE court, are they charged the whole price of court fines and court cost, or do they pay just the fine?

If they do not show up for court is a warrant to be issued after 2nd re-schedule?

If a person goes to driving school, do they pay the the fine of ($25.00 is what she charges) and are they to pay the fine of the ticket?

That is set by each local office but usually if they pay they are not also getting fined for court costs etc.

But somebody there must be familiar with the practices in force--you cannot be expected to be deciding these things from scratch??
