EEK! bailiffs at the door!!

The bailiffs have told me I have to pay for parking fines from 2007 even though I sold the van nearly 2 years ago!!
I have been told by DVLA that the person to whom I sold a vehicle in june 2006 has not registered the transfer into his name. DVLA have noted on their files
that I have proof of sale but say they cannot complete the re-register till
the new owner does his bit. I don't know how to contact him!
Penalty charges were sent to my address in 2007. I forwarded them to the
address I had from the sale, but only contacted DVLA when bailiffs got
involved.
Can you tell me what happens next? 1.What happens if he says he did not
recieve the notices I sent? 2.Does the council have to re-issue the tickets
to him or can they just enforce the penalties on him straight away? 3.And
what if he refuses to pay? Am I still liable because through genuine
misunderstanding I gave him all the paperwork (including the bit I was
supposed to send to dvla.)?

Based on what you say here, you could file suit against him (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered due to his behavior...
