Default police & unjustifiable arrest

Hello,
yesterday I was put under arrest for failing to yeild to a police officer.

Let me explain the scenario: I was driving home from work, when I pulled up to a stop sign right behind a local police officer. The cop proceeded to go through the stop sign and pull into a parking lot. I proceeded to go turn left at the stop sign and the cop pulled out of the parking lot and began to follow me. HE followed me for about 4 miles through several stop lights. I proceeds to turn left at a stop light when the light turned green to go into my neighborhood. The cop then turns his lights on me to pull me over. I turn on my hazard lights on to let him know I acknowledge his lights and proceed to drive to a safe stop to pull over. I pull over and he pulls he gun out on me, and tell me to step out of the car. I obey his commands, he cuffs me and says I'm under arrest for failure to yield when he first put his lights on. I tell him I did acknowledge him by putting my hazards on and I proceeded to keep driving until I reached a safe spot to park. I told him i didn't feel safe just pulling over on the street he 1st put his lights on at, especially since he had been following me for miles w/o stopping me. He says im under arrest, put me in the back of his cruiser w/o reading me my rights , and starts searching my car. Of course he doesn't find anything, but my bible sitting in the front passenger seat. He makes a smart comment saying that preachers must get paid alot since I'm driving such a nice car. He had called for backup and 2 other cops arrive and help him search my car. He says he pulled me over for having tinted windows on my driver and front passenger windows. He keeps me in cuffs while he writes me a infraction (fix-it) ticket. I'm in the back of his car for about 25 minutes. He says be thankful I'm not going to take you to jail tonight for failure to stop. I repeat that I didn't feel safe stopping on that street and proceeded to a safe place.

Basically I wonder is this harassment? It seems like he had no valid reason to pull me over and just wanted to harass me. I want to file a report . Should I?

You can file and describe what happened, and at least it will be in the file.

Not sure if that is strictly illegal however.
