EEK! 9 years later

My boyfriend was convicted of PCS in 1998. According to Oregon state's standard "Drug Package" at the time, people convicted of PCS were to automatically lose their right to drive for a 6 month period. He has never had a drivers license and over the years a considerable amount of driving violation. His driving priveledges have been suspended for non payment of these violations, why didn't the 6 month period run concurrent? Now, 9 years later he is finally getting he act together and has had paid off most of his driving violations, almost $16,000. For those not yet paid he has signed up on a payment plan. He was told by DMV last week that all he had left to do to get his drivers license was to take the tests and pay for the license and their reinstatement fee. Then Today he took his test and past. Then he was told he could not get his license for another 6 months because of his PCS conviction in 1998. It's been approx. 18 times the required amount of time. It makes no sense to me that the six months should begin 9 years later. Is there anyway to proceed so he can obtain his drivers license now? Please advise us.

Ask for a formal or informal hearing with the DMV to discuss.

They will likely make an adjustment to that if you present these facts.
