Where do i get an engineering report/inquire about bike trail land ownership?

Im trying to determine if a recreational bike trail between the road and some houses is part of the residential land parcels or if the city owns it (which i think it does but im not completely sure). the area is already mismarked as a school zone that runs way too far, but i want to make sure it wouldnt also qualify as a residential zone. i want a map or engineer report, and information reguarding the trail. i contacted the city's public works, and they told me to contact the county recorder and the county recorder told me i need to contact the city. should i just subpeona the info or request it as part of discovery (trying to avoid doing those) or is there some other department i should try to talk to for these types of things?

I wish to inform you that you can subpoena if there is existing lawsuit. Generally the record of ownership is with city registry where records of ownership and area under ones ownership is mentioned. You can also try to have ownership details by filing an application under Freedom of Information Act. The purpose for which you require information will determine your method.

Most county assessor's office keep the engineering maps of the county, including aerials. I would check there if you have little luck with the city. Most likely you will find what you want in the county office, not the city.
