EEK! Littering Ticket - Jail and months of Community Service?

I recently received a littering ticket in NJ and the ordinance is a local one. While NJ has a maximum of less than $500 fine and 40 hours community service, this town has maximum $1000 fine, 90 days jail time and 90 days community service. Are these penalties something I should worry about if I threw something out the window, or are these more for hazardous dumping (oil, chemicals, etc)?

If you throw something out of the window then also it may amount to littering. In New Jersey, the penalty for littering has been provided in New Jersey Statutes 13:1E-99.3. It defines as to what acts may constitute the act of littering. As it includes a person who throws, drops, discards or otherwise places any litter in any public or private property, therefore, throwing out of window may be covered by this section. Now, New Jersey Statutes Title 13 Chapter 1E § 13:1E-99.3(c) provides the penalty for a repeat offense within 6 months of a fine between $250 and $1,000; imprisonment not more than 60 days, and community service of between 40 to 80 hours.
