14 yr old given expensive seatbelt ticket

I was recently pulled over by a police officer. When i opened my window he was stating that my passenger (my 14 yr old sister) was in trouble. He demanded some id which she didnt have so I told him her age and birthdate and first name. He then told us we were pulled over because she wasnt wearing her seatbelt... but she was it was just under her arm. First of all the police officer cannot demand all of her info after i told him she was under the age of 16

...but you can refuse to give it. As long as you don't give a false ID, you don't have to say anything.
