Default dog walking ticket

My friend has a $120 ticket for walking her dogs without a leash. the cop says its an outstanding ticket and she will be arrested if it isnt paid--- can this happen

Yes she can be dragged in and held to face a judge in many jurisdictions. Call the DA and ask if it can lead to arrest.
