Default PARKING ON AN UNIMPROVED SURFACE

TEXAS

Is there a section in Texas law which states that a violation of a city ordinance is a class c misdemeanor?

And if so, I didn't know city code enforcement employees had the authority to write criminal citations?

I don't understand how "Parking on an unimproved surface" can be a criminal offense?
