CA CHP hiding behind motorhome

Confused CA CHP hiding behind motorhome
Can they do this? I was under the impression they couldn't. Got ticket for 60 in a 55 in passing lane. Only one other car present that I was passing. Cop was in front of a very large motor home and pulled me over at the end of the passing lane. It was a safe speed for the conditions.
