Cool FL Parking Ticket Miami

How is this OK constitutionally? I received a parking ticket which I want to contest. The ticket was for Posted no Parking....at a Publix store. I researched the code and statute and the only thing they can ticket for is 1) if the city has an agreement with the store management that the area is a designated Emergency Vehicle Zone and 2) if it is appropriately posted with official signs.
I will fight that and win I feel.......I have photos of no signs.

My issue is: on the back of the ticket it says "Should you request a hearing and it is determined that the parking violation has been committed, the court may assess additional fines, not to exceed $100. plus court costs." That's not right! That is a defacto win for the city virtually every time for every ticket! Please, can someone tell me how this is legal? I know I am in Miami but they still are subject to the Constitution even though no one in the local government has read it I am sure.
It just seems that they do so many illegal things here........like Miami Dade Animal Control automatically sends a code violation with a fine to everyone who had a dog registered and licensed the year before and have not had it registered and licensed in the following year. I raised big noise over that one. No citizen has any obligation or contract with the County to inform them if they have given away their dog, the dog has died or it is sold or for whatever reason they no longer own the dog. It is not a citizen's responsibility to inform Miami Dade Animal Control of jack. Yes, it is the law that if you own a dog here, you have to register it and have it licensed and vaccinated for Rabies. The county just assumes you still have it and sends thousands of these code violations out every year. I have lived in 17 places in the United States and in none of them have I seen and been affected by such blatant and ludicrous governmental actions.
Anyway if someone can help me with the issue of why I have to take the risk of being charged so much more money if I lose in Court. I understand if the city did not do this then a lot of tickets would be contested however that has nothing to do with me. That is their problem that they must devise a system to address that problem. I have a right to challenge a parking ticket and I shouldn't have to pay MORE if I lose.
