Red light ticket... wrong violation code?

I got my ticket in the mail today for a red light in California. I was shocked to see it be $521 for bail forfeiture.... $580.75 with traffic school. I thought at most it would have been somewhere in the $400 range? Well as I read it...below the amount it said I was in violation of code 27360(a) and that if I attended "Child Passenger Safety Class" it could be reduced. I don't get this...was this just added alongside the red light violation to help reduce the fine or is this what they are accusing me of doing only? Because first I don't believe I ran that red light and there was definitely no child in my car. Any advice? It'd be greatly appreciated.
