Default Ticket got dismissed, still fined for failure to appear?

I live in texas. i had gotten a ticket for not having proof insurance about 3 yrs ago-- i had insurance, i just didnt have it with me. My car got towed, and i was told i had to go to the impound with a proof of insurance. I did so the following day. I got my car back after faxing the county my insurance form. They told me everything would be dismissed. Well, about a week ago, i get a post card in the mail saying that I have an arrest warrant for that particular situation. I called, and they set up a court date. The judge didnt show up, and i wrote down my circumstances, like the clerk asked me to do, telling them that I would not have been able to get my car back the next day had i never shown insurance.... logical right? they were arguing that I never showed insurance to begin with. in that case, i would have never gotten my car the NEXT day. anyway, i got called by the court, and they tell me today that they are dismissing my charges, but that they are still holding the fine for failure to appear. i asked if I could set another date with the judge to dispute that with him, and they clerk told me that the only way i could do that is through a lawyer. Can I represent myself for this appeal? its a $200 fine, but I am getting this charge dismissed, and they are still charging me for failure to appear for something I thought had been cleared the day after i got stopped. What would be the best route to take to fight this?

You can represent yourself and explain what happened--it will likely be dismissed...
