Quebec, Canada: speeding ticket
Is it legal for a police officer to issue a speeding ticket from private property if I was on a public street he was in a private parking lot?

Absolutely!! Most people I know realize police can hide around anything or even be in a parking lot and it's their duty to catch speeders.
