In the state of Maine, my sister was stopped for "passing a school bus". The bus was not stopped but did have its yellow lights flashing. It occurred on a roadway where the speed limit was 50 mph. As she started to pass the bus, the bus then stopped and turned on its red lights. Not sure what to do, she kept going. A State Trooper was behind the bus and subsequently pulled over my sister and gave her a ticket. It is a criminal violation and was ordered to appear in court. She did so. The DA did not even allow her to tell her side of the story, he firmly "encouraged" her to "just pay the fine". She did. But now has a "criminal record". Then about a month later received a notice that her license was being suspended. According to the "law" that we could find stated that suspension would occur after a 2nd offense occuring within 3 years of the first. Prior to this, she has received 1 speeding ticket from 20+ years ago. Does she have any recourse to fight any of this?
