Default Visual Pacing

I was given a 47 in a 35 ticket by a local officer here in Texas who said that he could visually pace my car and tell how fast I was going without using points of reference. He also said that his radar could pick my truck out between 2 other vehicles from over a 150 feet away. Are these things possible and usable in court and how do you defeat them?
I already went to court and won with a hung jury but they're re-trying the case. It took over 6 months from the ticket date to the 1st trial date. Does that qualify as grounds for dismissal since it was in no ways a "speedy trial"?

It is legal but you can certainly challenge what he said especially if you are sure he was wrong.
