Default 18 YEAR OLD TICKETS

I JUST RECEIVED 2 TICKETS IN THE MAIL FROM 1980 1 FOR SPEED 1 FOR NO UNLICENSED OPPERATOR. HOW CAN I DISPROVE THESE I DONT EVEN REMEMBER THIS AT ALL. IS THEIR ANY TIME LIMITATION. THE IRS ONLY EXPECTS ME TO MAINTAIN RECORDS FOR 7 YEARS HOW CAN NYS SAY LIFETIME ?
