Default Ticket At WORK - HELP!

I work for the health district and parked behind the building I
work
at. I was given a ticket. I have the choice of paying to park behind
the
building or I can park down the street. There is no parking in front of
the
building and walking down the alley in the worst area of the city is
the
only option. We are not provided security for our building or our
parking
lot. No other business 'extorts' money for parking on their property.
Our
building is rented and rent includes the back of the building. Is there any
defense?

I am not sure you can avoid the ticket based on that.

...but it seems to me you may want to have the employees ban together to do something about the situation and the security.

It is in the firm's own interest to prevent any dangerous situation from existing.

If you are not comfortable, there is obviously some kind of problem and they should address it.

Why? I always share the sites I do work for when I post on the forums and there is no problem...

In the FAQ it even says:
