EEK! Driver

I have never been cited for any alcohol or drug related driving offenses.But,I do have three unpaid speeding tickets,and 2 for driving-Wisconsin issues suspensions to obtain a license if there are any unpaid citations after payment due date-after suspension.I'm now in California.The California Dept.of motor vehicles says that I must first clear my record with Wisconsin before they'll issue me a license to drive in this state.Qsince I don't have the money to pay Wisconsin)Can I go to another state in the U.S.,or a U.S. territory/Possesion to get a driver's license?

The State of Wisconsin suspends the "priviledge to obtain a driver's license" if the driver has any unpaid citations on file.I have several unpaid citations-a couple for speeding,a couple for driving after suspension. I am now in the state of California.California DMV regulations state that if I have any suspensions/revocations in other states,I must first get "Clearance" from the other state prior to getting a California license.Q:Is there any legal way around this?Can I go to,say,Guam,and get a license?

A quick reply will be most appreciated.

That will be hard to do if you are a US citizen--the tickets and fines will be on your record in the US and you cannot use the foreign license here normally if you are not a resident there.
