If the only income I received was from the payout of a 401k, do I still fill out the 1040 including my deductions and everything. I know I have to pay a 10% penalty, but do I still go through the earned income credit and child tax credit and all that stuff? It doesn't seem that I should get a refund, because I didn't work at all, just got the 401k payout. Or is this just considered income, and the same rules apply?

Hi--we normally do not give tax advice on this site; you may check with the IRS directly; or your accountant; or the H & R Block web site for 20 dollars: HR Block Tax Advisor link --
