My mother-in-law lives in Georgia and wants to pay off my wife's student loans (around 60k) with the money that she will receive from the sale of a house. My mother-in-law is a cosigner on the student loans. I'm pretty sure that taxes would come into play if she gave the money to my wife as a gift. Are there any tax ramifications on my mother-in-law or my wife if my mother-in-law pays off the student loans directly?

I would get a tax opinion as that is still a gift often for tax reasons. Maybe she could pay 10,000 a year for five years. Or something similar.
