Angry Tax victim by welfare individuals

Thank you for taking the time to read my email. This year ending in 2008 I put an end to 8 years of criminal harassment (both lifelong members of the welfare riviera club); one individual ( I have found out has a prison record),and the other has several courtfiles against him(I had to obtain a court order for him). I live in Canada,and have never had any problems with either Revenue Canada or Revenue Quebec. Because I was living under so much stress my financial affairs fell by the wayside. Had no problem with Revenue Canada ,after I explained everything. Revenue Quebec however, is another story... a few years ago ,a document was left at my door..the documents contained info re my school loans,all my information was in the document...This was just left at my door for everyone to see,or to inspect..The city where I live is known for fraudulent activities,( my mailbox has been ripped open several times..I now have a p.o.box. The Ex-con just decided to target me for harassment,and I had to put him in his place several times......I noticed that his behaviour changed...I could not put my finger on it...he looked like he was upto something. REvenue Canada does not pay attention to "non-tax payers filling reports on tax payers",however REvenue quebec gives these people and ear...and I confronted them on it, and told them that I know they received information from this individual or his cronies..They did not deny it, I put in a complaint. Since then they have left me alone...Can I sue Revenue Quebec for obtaining information from a criminal? This sad individual has been causing problems on my building for years police has been called for this individual on several occasions.This sad little individual, listens at my door ..so for the last year that I was obtaining court orders,and conversing with Revenue Quebec and putting the law down with the landlord,and speaking with lawyers...This sad little individual "runs when he sees me". I have paid into the system,and do not appreciate those have not ,filing reports based on assumptions to government agencies..If I can sue,how much can I sue for (I have contacted Revenue Canada,and they do not seem to have any problems with me..at all...as a matter of fact I filed late and they sent a letter back "thanking me for submitting my return"

It is not illegal for them to get that information unfortunately if they did nothing wrong themselves.
