That varies by each state but yes in some that fine--even a one person Board may be allowed.

Recruiting good Board members for small nonprofit organizations isn't always easy, but it can be done. Here are some good ideas to make it a little easier.
First, give yourself plenty of time to recruit Board members. Don't wait until the last minute to try to find people to join your Board. Start working on recruitment at least 6 months in advance of when new Board members officially join.
