Default is it legal for the state to be in competition with a business?

i own a local video store in my town.
in fact i thought i was the only video store in my town.

our public Library is also in the video store business.
they have a vast inventory of older and new movies.
i have found out that part of the budget for the library is set aside
for the perches of new movies every week as they come out on video.
were i charge for a rental the library gives it away for free.

i am having a very hard time competing with FREE that is financed by my
TAX dollars.
it has gotten to the point where i have had to let go of bills, employees, reduced my stock on new movies, and more.
we are close to the point of closing our store and losing the mortgage on our home and my marrage.
can any one help me on this, we are in the state of Texas.

It is perhaps not illegal but you may want to talk to the about that firstly. See if they will work with you to resolve this.

Also if they are giving out movies for use without charge or at below market rates they may have some copyright issues and licenseing issues. You could imply you may have that legally examined.

i have asked the elected county commissioner that is over the public library,
to please stop doing this, her reply was to bring in more.
90% of their traffic is not checking out books, their checking out
rush hour 3, Rambo, PS i love you, hostel, the kingdom, and more.
i just never knew that movies that contained a mature subject matter
like drug use, rape, murder, blood shed, adult language, sex, and so on
was educational material.
