Confused Is Small Claims an option?

My ex-boyfriend has agreed to pay me debt that he owes me (I saved the text messages that he sent me in regards to agreeing to pay $100 per paycheck and that he'll have the debt paid off by the end of February). Well, another pay period has come and gone and I haven't seen a penny. In Colorado, do I have grounds to take him to small claims court to collect this money? Please advise in any way that you can. If you need clarification, please let me know. Thank you in advance for any assistance that you can provide me.
