Confused a banks insurance company refuses to pay

I parked my motorcycle in a banks parking lot next to the door and went to open an acc. 45 min later a man came in and told me to go outside. i found my bike suncken into to pavement. i filed a claim with the bank and i was completely ignored for weeks untill i finally went back to the bank to complain. the women that was supposed to take care of this sort of thing was on a constent work related vacation. finally they sent out an adjuster. the damage was $5375 (I know kinda pricy, but it was a brand new perfect bike) the adjuster was very friendly and acted upset that this had happened, "someones gota pay" he said. 3 months pass and he said they would probably settle for $3500. i said fine, just get this over with. 2 weeks pass and he calls me to say that he needs my owners manual sent to him so they can look at it, i sent it to him. a month and a half pass and i call him to find out that they say its the general contracters falt that pored the parking lot, it wasnt ready to be driven on. he gives me their number and tells me to call them. i call them and they say that they hired a sub-contracter to do it. i called the adjuster back and tells me to take the general and sub-contracers to small claims court.
HELP, WHAT DO I DO?
isint the insurance company liable for what happens on their property? why am i contacting the contracters at all. i dont understand. i will take them to small claims, but i feel i should take the insurance company as well.

Yes take both to small claims and you will prevail.
