Confused Contractor failure

I hired a contractor to install some carpet , finish a hardwood floor, and renovate my kitchen . He was to also complete more renovations in the house. He then asked if I would lend him an additional $3000.00 dollars and for coming to his aid, he would return $4500.00 on the 20th of the next month. He failed to pay. Two weeks later, he wrote me a check for $1500.00 and I deposited in my account. The check bounced and I incurred more losses. When I confronted him, he said to be patient and he has some cash flow problems himself.

I want to get my money and the work promised done before my extremely elderly mother moves in . What can I do that would make him face the possibility of imprisonment because of this theft? I am currently not working and unemployed so I am in dire need for my funds.I live in Philadelphia, Pa.This began around 6/12/07.
Any help would be appreciated.

Based on what you say here, you could file suit against him (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered due to his behavior... You may also report him to your state attorney general's office.
