Loan with only western union receipt as proof

Hi, a colleague loaned me 2500 singapore dollars last 2008. He is in the phililppines that time so i transferred the money via western union. He never paid any amt back but he is still communicating with me occasionally to inform me of the status/payment plan. Only this jan 2011 he is not replying anymore. I am just wondering if filing a case with evidence of transfer and some emails pertaining to payment schedules is valid? Thank you

I wish to inform you that you may file a lawsuit. In this regard you may show Western Union transaction by you was for loan and not gift. You can show that there is a loan contract under which loan was given but however your friend has not returned loan. This fact can be shown by various correspondence exchanged between you and your friend or by evidence of any person having knowledge of this transaction. Further requirements regarding providing loan abroad must have been met by you. In case you intend to file a lawsuit in Singapore then you can file where your friend resides.
