Have already filed an Unpaid Item Dispute with ebay for a Non Paying Bidder. I'm in NV USA, he's in Canada (ebay's in CA?) as this was an online deal, can I file Small Claims action where I live in NV, or would I have to go to Canada? Any way to file online / mail with Canada? EBay states "Legally Binding Contract, etc." in their policy, but it seems to be of little actual benefit, hence, they don't really do much more than send offender a reminder to pay / strike him.

You can try in your local court. Some will let you and some will not when it is online.

Don't waste your time, there's nothing you can do about it. Re-list the item and sell it to someone else.

You do need to re-sell anyway to try to limit your damages.
