Confused breech of contract - online auction

A car dealer, promised to bid clear title car, from online auction lacated in Chattanooga,TN, took over $1429.00 in cashiers check, he then bid on salvage car and charged me $150.00 to transport it to atlanta.
When I traced the path of my cashiers check, learned that it was cashed at an auction site in Atlant,ga.
not in Chattanooga,TN.
I'm suspecting a fraudulent activity by the dealer. I contacted the auction manager, he would not provide
any information, finally when I told him my suspecion and my need to know particular department/division
responsible for auction sales, he mockingly suggested that I subpoena the whole IAA(Insurance Auto Auction system in US).

My aim was to disclose the reason why the dealer sent my check to Atlanta auction site, when he1st. told me he is biding in Chattanooga,TN, and also charged me $150.00 to transport it from Chattanooga,TN to Atlanta, GA
How can I subpoena that particular department responsible for information of sold vehicles in auction.
Does any body know how auction sites work and keep records.
Please help

I wish to inform you that a subpoena can first be issued against the auction manager to reveal the name of true parties. However for breach of contract you will have to show that you have suffered a loss because of this car purchase transaction. You can file a complaint with Federal trade Commission. Federal Trade Commission also provide about internet auctions.
