collecting debt after moving out of U.S.

In 2006, I left a piano to be sold by a local piano tuner that sells piano on the side. I then moved to Singapore leaving my email as contact information. For 3 years he did not contact me, and I tried to contact him but the information I had was bad- He had moved and opened a piano shop. anyway, I found his info recently and He has sold the piano.
We had a consignment contract and through email correspondence he has agreed to pay me 1000. Initially he agreed to send it in two payments, but when he failed to send it, I asked to have the whole sum. At first I asked to have it wired, but then I offered to use a friend's account in the U.S.
So here we are now.
he has not paid anything. I believe he is giving me the run-around because I am out of the country and it would not make sense for me to fly to the US in person (the cost of the piano). How can I collect the money?
I appreciate some advice.

Sue him in small claims (you may be able to appear by phone) or see if you can get world law or other attorneys to pressure him to pay.
