Default International small claim? (filing a claim in Florida from Australia)

Hi there everybody
Can anybody tell if its feasible to make a claim in the Small Claims Court from Australia to Florida (that is filing a claim in Florida from Australia)? I have someone who has ripped me off for $650US and although its not a stack of money I am really annoyed and would like to have this redressed. If it is possible can anybody also tell me, if in the event I was successful, if the US courts award costs? If it is possible then I will pursue this person.

You can file yes.

...but unless the court agrees that you can appear by phone (and that is possible sometimes) you will have to be at the court the day of the hearing, and present your side of the case.

Or have a lawyer do so which is probably not cost-effective.
