Paypal question

I hope this is the right part of the forums.

I am in Australia and paid for goods from a person in Florida. They never sent the goods. I paid via paypal and lodged a dispute with them but it appears that to dodge any responsibility with this process all one has to do is ignore paypal's emails and if they have no money in their paypal account then the matter is left unresolved (to my satisfaction at least). I am determined to either get my goods or my money refunded. I am imagining that a small claim is necessary. I don't however have the person's address, although paypal obviously do (as do ebay as she is an ebay member).

Is anybody able to tell me how I get the address from paypal (who I admit I haven't asked) or the best way to bring this parasite to account?

You can file your case first and then send a subpoena to PayPal and they will have to provide it.

Or you might ask if World Law could do it all for you as they deal with PayPal quite a bit it seems from other commentary I have seen.
