Default Money owed

If somebody cashes a check for 300.00 in exchange for a tax exemption on minor child and refuses the exemption or return of money is this a good case for winning

Based on what you say here, you could file suit against them (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...
