bill for road work

I have a lot on a shared private road. There is no known agreement to share road work costs. In the past several lot owners got together, came to agreement on what work to do, raised money and did the work. Now, someone just hired a contractor to work on a portion of the road to their house and sent everyone a bill for it and said they will bring a small claims case against anyone that does not pay. Several people have paid but most have not.
Notes: - no actual work was done on my road frontage
- I sent them a letter telling them not to do work on my lot, or on my behalf and requested information and have not gotten a response.
- I have been doing my road work for 10 years and have never billed anyone
- property is in Washington State, King county area

Question: Must I pay this bill? will they win a small claims case?
any advice?

You have to agree to the price etc. before they can even think of trying to collect from you.
