Appartment Compensation

My appartment burnt down this january past. I have not received any compensation I did not have my own personal insurance. but the fire started next door to my appartment. It was a ceiling light that caused i guess it combusted and caught fire. The week before they were saying how our 4th floor had some problems so they changed the fuse boxes to breakers. I didnt even hear the fire alarm in my appartment building and a police officer had to knock on my door to let me know of the fire. i lost my cat, my laptop, my brand new bedroom set, my brand new furniture, my fridge, my jewelry including grad ring, nose ring and necklaces and rings from India and wardrobe and shoes and jacket and basically everything, expensive school books,etc. Do i not deserve compesnsation since it was not a fire due to arsen? and it seems to be indeed the landlord's neglicence
