Question Civil Judgement

Sorry for the caps, my key is stuck: I'am in Florida

HAD RESITUTION IN 1991 AND THE JUDGE RECOMMENED IT NOT ORDER IT TO CIVIL JUDGEMENT...I
FINISH MY PROBATION..NOW 17 YEARS LATER I CAN NOT GET MY CIVIL RIGHTS CAUSE
OF THE JUDGEMENT...THE PEOPLE I OWE MONEY TO DO NOT KNOW ANYTHING ABOUT THE CIVIL JUDGEMENT, ALSO I HAVEN'T SEEN ANYTHING ABOUT THE CIVIL JUDGEMENT MYSELF. WHAT CAN I DO TO
RESOLVE THIS SO I CAN GET MY CIVIL RIGHTS AND START E.M.T. SCHOOL. I FILE A MOTION TO VACATE THE JUDGEMENT CAUSE NOONE KNOW ANYTHING ABOUT IT. THE COURT , THE PEOPLE THEY SAY I OWE, NOONE.

ISN'T THERE A TIME LIMITON THIS?

THIS CIVIL JUDGEMENT ISN'T IN ANY CIVIL COURT NOR ANY COURT CAN'NT FIND THE CIVIL JUDGEMENT ANYWERE?

I file a Motion to Vacate and the judge said that he do not have power to side aside the judgement. The judgement can not be found in the civil court system, I was never served any type of papers, the other party know notion about the judgement. Is there a time limit. Where can I look to find a copy of the judgement? I look in the county court system and the State of Florida system.

How do I the state to agree? Plus the other parties do not know anything about the judgement cause it happen 18 years ago.
